WHAT IS IT

The PSR:SOW (Public Sector Resourcing : Statement of Work) framework forms part of the wider PSR Framework run by the UK Crown Commercial Service. As a PSR Accredited Supplier, we can supply any of our services to the public sector through this route with a simple process and reduced admin overhead.

The PSR SOW solution is designed as a route to allow contracting authorities access to SOW services offering a streamlined and efficient route to market for our public sector clients.

A Statement of Work (SOW) is characterised by payment for the delivery of defined outputs or outcomes where the responsibility for delivery and the management of individuals rests with the appointed third-party supplier.

WHAT ARE THE BENEFITS

  • Established Relationship with PSR: EFA Engineering has a strong partnership with PSR, ensuring a deep understanding of the framework’s processes, requirements, and best practices.
  • Enhanced Control: The framework offers clients greater control over their projects. By defining detailed project scopes, deliverables, and timelines within the SoW, clients can set clear expectations and manage their engagements with suppliers more effectively.
  • Improved Lead Times: Utilising the PSR SoW framework can significantly reduce the time needed to assemble project teams. EFA’s expertise in navigating the framework’s pre-defined processes enables quicker identification, vetting, and onboarding of skilled professionals.
  • Direct Award Capability: In certain circumstances, clients can request PSR to engage a specific named supplier directly for the delivery of a defined SoW.
  • Reduced Risk for Clients: The milestone-based structure holds suppliers accountable for achieving predefined outcomes and deliverables, shifting the responsibility for project success onto the suppliers.
  • Cost-Effective: The competitive nature of the framework, combined with EFA’s experience in delivering high-quality services, results in pricing that offers the best value for money.
  • Faster Project Delivery: Projects managed under the PSR SoW framework often benefit from reduced delivery times compared to alternative frameworks. The structured approach to project management, coupled with EFA’s expertise, enables more efficient planning and execution of tasks, resulting in faster project completion and allowing clients to realize the benefits of their initiatives sooner.

By leveraging the PSR SoW framework and partnering with EFA Engineering, public sector clients can enjoy these comprehensive benefits, leading to more successful project outcomes and better utilisation of resources.

HOW DOES IT WORK

EFA Engineering and the PSR SoW (Statement of Work) service manage the end-to-end procurement lifecycle from conception through to payment. The framework is designed to streamline the procurement and management of outsourced services for public sector organizations. Here’s how it works:

STEP 1 – Requirement Definition: The process begins with defining the project requirements, including the scope, deliverables, and timelines. This ensures clear expectations and a detailed plan for the project.

STEP 2 – Supplier Sourcing: PSR helps in sourcing the right suppliers through a competitive process or direct award, depending on the project’s needs. This step involves identifying, vetting, and onboarding skilled professionals or service providers.

STEP 3 – Contract Management: Once EFA Engineering is on-board, a detailed SoW is created, outlining the specific tasks, milestones, and outcomes expected from the supplier. This contract holds the supplier accountable for delivering the agreed-upon results.

STEP 4 – Project Execution: The project is executed according to the SoW, with regular progress tracking and milestone reviews. This ensures that the project stays on track and any issues are addressed promptly.

STEP 5 – Payment and Evaluation: Payments are made based on the successful completion of predefined milestones. This milestone-based payment structure reduces risk for the client and ensures that suppliers are incentivised to deliver quality work.

STEP 6 – Compliance and Reporting: Throughout the project, compliance with legislative and regulatory requirements is maintained. Regular reporting provides transparency and allows for effective monitoring of the project’s progress.

By following these steps, the PSR SoW framework helps public sector organisations achieve greater control, reduced risks, and cost-effective project delivery.
