Network Rail appointed EFA Engineering to carry out a comprehensive feasibility study for the closeout and handover of 34 historic Crossrail West projects on the Elizabeth Line, spanning from Paddington to Reading.
The review identified a series of common legacy issues, including missing as-built drawings, incomplete Asset Management Plan (AMP) forms, and unresolved hazards and requirements. EFA Engineering undertook a detailed analysis of hundreds of documents, drawings, reports, and certificates to assess the effort and cost needed to produce Health & Safety Files and final submissions to Network Rail.
By applying a Minimum Viable Product (MVP) approach, the team optimised delivery, significantly reducing time and cost while ensuring full compliance.
